It most certainly does. Even before 4G was the standard, people would develop all kinds of health issues just from living next to a cell tower. Living next to is relative, but the closer you are in proximity, the worse your health effects become.

It was supposed to, but keeps being tailored more and more towards urban environments. 5G is unlikely to be easily adopted in a rural environment since the density of towers is really high. It doesn't penetrate very well through objects. For a Point to Point I could see it with an appropriate antenna which would be pretty obvious, but for general cell service not really.
