No. CFCs were the first gen refrigerants. They were shit for the ozone layer.

HCFCs were the second generation including R-22, which has been phased out for production in first world countries.
Both CFC and HCFC have both florine and chlorine. HCFCs break down easier at ground level, and thus don't harm the ozone layer as much.
The third generation of refrigerants, HFC, like r134a, don't have chlorine and aren't damaging to the ozone layer. However, the greenies have their panties in a wad about HFCs "global warming potential" so they are attempting to phase these out as well.

Now, here's the kicker. If someone is producing CFCs again, they are either producing compressors that work with it or they are using it strictly as propellant or for an industrial process. Compressors are designed for a specific refrigerant (and associated lubricant) and you just can't swap out r11 into a compressor designed for another refrigerant. If you were to produce r11 compressors, you couldn't sell them on the world market, they are strictly forbidden. So I just don't see someone with enough capital to produce their own compressors and refrigerant doing so and limiting their market to china and maybe india. R134a is cheap as fuck and the markets would be much wider.
It's more likely that someone is producing r11 and using in an industrial process or using it as propellant for spray cans. In industrialized nations, r134a is used as propellant in most spray cans, though they use the chemical name, it doesn't say r134a.

You can adjust the orifice tube diameter / expansion valve characteristics and use a compressor that was designed for something else. There are lubricants that are compatible with a variety of refrigerants. Propane, btw, has the same temp / pressure curve as R22 and makes a great substitute. Propane with a bit of butane makes a great R12 substitute. R11 is old school / special application (I'd have to research specifics). R134a is a rather inefficient refrigerant, that's why modern cars have such huge condensers compared to older cars with R12… also why people old enough to remember miss the nearly instant blast of ice cold air those systems provided.

My money is still on some shit manufacturer of aerosol products (hair spray, lubricants, deoderant, whatever) using it. It's less complicated and less evidence (once the can is sprayed, it's gone).
But yeah, propane works well, aside from it being extremely flammable. IIRC they do use it in Europe. And yes, the newer refrigerants don't work as well, and they all require higher compression (bigger compressors, and more wear and tear on the compressors and systems) to work at all.

What you said about compressors being designed for a single refrigerant isn't quite accurate. They are designed for different refrigerant classes. Low temp refrigerant like r-134a and r-12, medium temp refrigerant like r-404a and higher temp refrigerant like r-22, r-407c and r-410
I can make a 410a compressor run with 407c using simple pressure switches to make the fan cycle, or I can make a cooler unit run as a freezer unit by using 134a instead of 404a and changing the head on the MXV. Of course the oil has to be right but you can pour the oil out of a compressor by setting it upside down and adding the required ozs of oil after.
I can guarantee you if cheap chinks can find a way to make r-11 work in a similar compressor and manufacture it cheaper than other refrigerants you can bet your ass they will use it as much as possible. Especially in their supermarkets, ice factories and fisheries. I know chinks were I live that cut every corner possible to save money, imo eating at an Asian restaurant is like eating ebola-chans pussy. It tastes good but it is deadly. They literally have tubs of MSG they dump on the food to make it taste better.
