This is definitely Ellsworth Toohey pushing mediocrity and crap as Top Tier. The local, common sense person, will see it as an annoyance while the limousine liberal collective will say that its genius. Common sense will be replaced with collective thinking - always seeking the approval and validation of group-think. Greatness will be punished and down-trodden while being average and conformists will be exalted, like it isn't already. Give little Johnny a participation award, the same size and shape as the winner's award. Winning is not important. Greatness is not important - it is even frowned upon. Conform and be average and don't make anyone feel bad.
