It seems like "WE MUST GROW THE CANADIAN POPULATION" is an unavoidable meme, so in that case, I think I'd rather we do so by increasing Canadian births instead of importing more non-Canadians. A good compromise might be to allot 5 years of free childcare to each Canadian woman's firstborn (rich or poor) to encourage Canadian women to reproduce. A good caveat would be requiring a fellow Canadian to co-sponsor their parenthood to receive that benefit, but I am jaded and realize I have to be realistic and that the single moms would attack the shit out of the idea.

I understand your concern with people who are negligent with oral hygiene. I have the same concern with people who are negligent with other forms of hygiene or prevention. Canada still provides health care to people who don't wash their hands and get e-coli poisoning, or who neglect vitamins/exercise and their preventative benefits. This is a much larger problem we need to deal with than dentistry.

Those who take adequate preventative measures should be rewarded. Perhaps the free health care should be a set amount of money afforded to all, and those who use it up early can be blocked from care. I know I wouldn't use mine up because my dental problem was rare.

My point is, if our country is going into debt giving out free health care, why the hell should we be discriminating against those with dental caries while providing unnecessary cosmetic surgeries for the obese or people who want to switch genders? Bacterial infections which penetrate the dentin and infect the pulp of a tooth can quickly infect the nerve and travel up to infect the gums, leading to systemic infections, destabilization of the jaw, inability to eat healthy food… it's a serious problem.

Meanwhile it's just fine to fund HUNDREDS of dollars to perscription drug companies for BS conditions like "fibromyalgia" or suicide-promoting SSRIs. Actual bacterial infections of the body are a great example of the type of health care we should be prioritizing if we must have a public health care system, instead of unnecessary indulgences like amputation of the penis/intestines or painkillers/antidepressants.
