I lived in Philadelphia and Bucks County, PA for 7 years in total. I can tell you first hand that while Philly still has a sizable White working class population, much of the White youth is full blown niggerized. And by my experience, it's more the White females than the White males (although their are still plenty of Male wiggers).
The girls fight, whore it up, focus strictly on getting drunk/stoned and finding the next cock they're going to ride that day, and are generally trashy people. Picture the whores on Jersey Shore. Rich, or at least financially stable (thanks to their parents) girls without a care in the world, but still act like hedonistic, ghetto nigresses.
But I will say one thing about Philly whores (not including the Center City cucks and SJ crowd)…many of their parents are still old school blue collar people who did their best to redpill their kids, and especially their daughters on niggers. Even though they emulate ghetto trash behavior and know all the words to the latest Kanye West record and think they can fistfight men…many of them are openly hostile to nigger males who try to get in their pants. A lot of them will hang around nigger males for the "cool" factor, but usually only if there's only a few of them and they're outnumbered by White males. Basically, if they feel "safe" about it. More to the point, if they think they can have their cake and eat it too (as in, they can be around blacks for the cool factor but still relax on the high rape potential).
So if what the police are saying is true, which is possibly backed up by the fact that even the witnesses were telling her to stop resisting, then she is most likely a typical Philly thot. Shallow, spoiled, expecting a pussy pass, drunk in public and the afternoon, and combative to anyone dating to tell her she might be wrong for any of all of this behavior.
I try to judge allegations of police misconduct on a case by case basis while ignoring the MSM-fueled popular opinions of any given case of "misconduct" or "brutality". Sometime the cops do fucked up shit to people who don't have it coming. But sometimes someone does have it coming, and just because this cop punched a White woman doesn't mean the princess gets a free pass without knowing the facts. The cop didn't hit her that hard, and you can see him holding back and stopping before the third punch landed. Also, she was not choking her, because she was still speaking the whole time. She wasn't coughing, wheezing, there was no raspy or strained voice after he let go of her neck. If you've ever been choked, whether by a person, or just getting something stuck in your throat for a few seconds, you know that your voice changes immediately afterwards. You're voice can be fucked up for anywhere from a few minutes to several days depending on the severity of the choking. But it's still immediately evident in your voice that you were just choking a few seconds ago. This girl's voice displayed no signs that she was being choked
