Federal Marshals > State Police/Highway Patrol > County Sheriff Department > Town/Local Police
But, with that said, they have rules on when and where they are allowed to exercise that jurisdiction and roles to play depending on situations, populations, etc.
Some towns, mostly unincorporated areas, do not have local police and rely on county sheriff and state police and/or highway patrol.
Then there is severity of the crime. If sheriff drops on down to Jack Mehoff's residence to arrest him for an assault and a Marshal shows up and starts ordering shit, the sheriff is going to want a damn good reason that this is a federal issue.
