Each state gets at least 3 votes (1 representative + 2 senators). So, 3 votes plus whatever they get for the population of the state.

It was trad at the time, he was a very red-blooded, freedom-oriented American. His property, his problem. Whites dominated the country then and being taken over by negroids and other non-whites was not considered as a possibility. It's not equivalent to doing the same thing nowadays.
