No it doesn't mean that. The contingent nonimmigrant is one that is following the steps required for immigration. Their status is contingent upon following the rules etc. established to obtain residency. If they break a law (set aside the being here illegal to begin with part) their protection is removed. Their path to citizenship is contingent upon whatever guidelines they set forth. They are contingent if they get their papers in get vetted etc. They still need to apply.
