Costco has also stated that they lose a lot of money by keeping the prices for the food court items so low, but they don't care because it makes their members happy. They also said that they use it as essentially "bait" to get groups of people shopping together to buy some snacks because someone wants a hot dog for a buck fiddy, and inevitably someone else in the group will buy one of the more expensive food items they offer which they do make money on.
I only know this because I go to Costco and get their shitty fucking hotdogs all the time and I hate myself but for $1.50 you can't beat it.

I used to work in a warehouse with a costco on the corner and every day this old guy would buy that exact hot dog combo. He ate that for lunch every day for 11 years. That's actually not a loss. Buying 8 of those costs more than buying some $1 2 liter sodas, a $6 pack of hotdogs, and a $1 pack of cheap buns. You're talking $11 ($1 for the tiny bit of dressing) vs. $12. So for simply warming it they make an extra $1. It's not a big profit item, but they're not losing money. Plus they bring in people looking for a snack, and keep people in there longer to think about what they need to buy.
