I think what he is proposing is a virus that would sterilize everyone that doesn't share the same common maternal ancestor that European do, who would all be non-white (unless they are like 99% white with a non-white maternal lineage). This would sterilize all non-whites except those with a white maternal lineage, which would mostly be like turks, arab nobility and coalburner mulattoes. A relatively small proportion.

I had thought of a way to make a harmless virus, so harmless that even the immune system won't see it.
Yet still it spreads.
It's simple, but there are some limits. The concepts are taken from HTLV-1 and Adenoviridae.
The virion must be small enough to enter solution in sweat. Diffusion will eventually carry the virion into a sweat gland, where it must enter a cell. The virus then replicates in a controlled manner and forms small buds that directly carry the virus into neighboring skin cells. The viral genome follows the adenovirus model and replicates, but avoids inserting viral DNA into the host chromosomes. Ideally, the virus purges itself from non-target cells and spreads until it reaches the dermal stem cells that produce the epidermis.
Here, the virus finally embeds itself into the cell's chromosomes and replicates with its host cell. Bulk viral production is triggered by the same signals that produce keratin to fill a dead epidermal cell. The host's skin flakes now contain both normal keratin and virus.
Microscopic flecks of dead skin end up in the air, land on another potential host and dissolve into sweat beginning the cycle anew.

The virus confines itself to the very edge of its host's body and thereby evades the immune system, but can still reach new hosts.

Then there is the matter of a payload and its trigger.
