What doesn't make sense here is why Russians would poison heroin. The only reasonable explanation is that some criminal group X has acquired a Novichok recipe and is making chemical weapons for their own purposes.

There's a very interesting possibility—-the Russian guy gassed on the park bench wasn't gassed by Russian agents, but by criminal group X. A criminal motive is far more likely in that case than an international political motive, since poisoning is known to not be the current Russian modus operandi. Both of those sources are outdated and pertain to the 60s/70s when France still had its empire in Indochina, and Turkey was still a major opium producer.
Even then they weren't generally shipping opium from Indochina to France, but morphine base, for the logistical and profit reasons already stated. It is very easy to extract morphine from opium, you can even do it at home using poppies grown in your garden. No special equipment is needed.
And the important point, a "heroin lab" is not a laboratory proper, it is merely the name given to a room/kitchen/barn/clearing in the woods where the chemical reaction between morphine and acetic anhydride is performed in pots, barrels, bath tubs etc.
