By the time they were 14? What? I knew the founding fathers new and loved Greek because of the way they would mention it a lot when they wrote things. A classical liberial (meaning free man in contrast to a laborer in this case) educaiton was "learning for learning's sake" because the idle rich had nothing better to do. What makes an education liberial is literially nothing they learned could actually be applied as a skill. A liberal education was a luxury item.
The ratio of intelligence between the intelligent and unintelligent is the same as it was back then. Why more intelligent people are not as apparent today is because people were more autonomous back then. We did not have industry hordes collabrating within to generate wealth back then, and the company itself ultimately gaining the intellectual property in the end. Wealth back then was mostly generated by individual estates. A head of estate was basically a CEO with no high to middle management and all the finincal risk. They had to be intelligent enough in every aspect to stay afloat and be profitable. Intelligent enough to hire the right workers, make deals with merchants and ships, network with other heads of estates, keep their crop and wealth secure, and groom their heir. In the both the modern and old world, a mid to lower middle class person never did that, because they never went beyond their capacity besides to get food on the table. In the modern world, the idle rich is 9 times out of 10 had their wealth generated through someone else (hollywood, companies, sports teams) and has not built it directly. Its no secret that almost all the founding fathers were heads of estates or within the innercircles of heads of estates.

Our educational system uses outcome based education. This has two major intents.
The first intent is to meet Labor Department projections of future demand for labor in various sectors. They are trying to make the population become those types of workers. ie Labor Department projections from the 1970s set Education Department policies in the 1990s. Plug and play workers.
The second intent is equality. If you give everyone good education the good students will outperform. You can't make dumb students perform that much better. But you can confuse or neglect smart students. This removes problematic patterns which helps low performing students and schools look better statistically.
