A priest or Levite would be called a "Jew" for example, and they are most certainly not descended from Judah.

Moses was a Levite and as such, if alive during or after the return and living in the physical region of Judah, would have certainly been called a "Jew," but the bigger flaw in his statement is that the ethnonym "Jew" didn't even exist in Moses' time, as it relates to a period hundreds of years after the Exodus.

- We know that both David and Solomon took many non-Israelite wives, with Solomon turning to paganism because of it, and we know that during the times of the two kingdoms that this pattern was common, so much so that Ten Tribes were "lost" completely to miscegenation.

Don't confuse Talmudic prohibitions with the actual Law. The Talmud only started its development during the Babylonian captivity and didn't become the single most common source of Jewish behavior until after the destruction of the Temple in AD 70.

Many of those who would have been considered "Jews" at the time had already converted away to Christianity, these where who the majority of the Apostles were sent, the Church in Jerusalem which Paul raised money for, the people for whom the Gospel of Matthew were written.
It was after this transition that Judaism and Talmudism became synonymous.
