The USA was NEVER MEANT for universal suffrage.

First, Volkish Nationalism. This means a Volk or "Nation" ie a people united by common blood (ie genetic race or genetic ethnicity) as well as common heritage (culture, language, history, etc) living in a homeland for their people and only their people.
That is the first step.
Then, representative Constitutional Republic with a merit based electorate and strict bans to all forms of foreign influence.
