It is impossible to understand this phenomenon, without having an understanding of the British Council Estate working/underclass.
The cases where parents, normally fathers, try to take action to "save" their daughters from "exploitation" are a tiny minority. Most of these girls come from broken homes, and are being raised by single mothers who are happy for them to have sexual relations with non-Whites. The mixed race baby is seen as "cute" and "special" by women of these social strata, and a baby is seen as a meal ticket, a free pass to (at least) 18 years of worry-free care, courtesy of the White Male taxpayeraka 'government'.
To an underclass single mother, her daughter becoming pregnant is great news. It means her own home will soon be freed up, and any restriction on her own "sex life" soon lifted, as pregnancy (or abortion) allows a young woman to skip to the front of the social housing queue, with local authorities being legally bound to find her accommodation within 6 months.

The government pays the housing tax.
The government provides a living wage (income support) and a bounty for each child (child benefit).

Just to add an example from the other day.
