I think the problem is that the sheer absurdity of proposing such a thing, kind of makes ordinary people dismiss it as ridiculous or exaggerated. So until it's actually implemented and they feel the heat, they just ignore it thinking it won't happen. Usually those kind of people need a few redpills about who is seen proposing such plans, and the absurd past projects which did become reality. Once they see that the threat is serious, then they'll react early enough.

The real attitude should be, "we need to shape the battlefield itself" because they won't get anywhere, if they don't recognize that you can't win a war when the terrain is overwhelmingly against your advance. So you bait the enemy into an environment where you can win. That's where the internet presents many opportunities to redefine how political discourse is engaged and delivered, undermining decades of once effective tactics (and hence the whole "shut it down" panic right now).
