Another way to think about it is that because of the USA's lax ownership laws, we're incentivized to buy cheap, semi disposable guns to use and then throw away when they wear out. Colt lost the last round of contracts for production of the new M4A1's for mass issue to combat units.
They lost the contracts for M16A4 very early in the service life of that weapon to FN, and ultimately just got conversion contracts - ie make a flat top upper reciever so the Army can have armorers convert some M16A2's.
