The debate between conflicting parties isn't really about whether welfare should exists or not. It's about the scope of welfare. Welfare will always been an important tool to control the dregs of society, it always has been even in ancient times. But regardless of that, the 2nd and most important falsehood
2)Birth rates increase with wealth
This is 100% not true in modern America. Even in the current welfare system, that you hypothesize will counteract this, it's easier and more cost efficient for an upper class American family to support a family of 4 then it is for someone of welfare to do the same, and yet this still doesn't occur.
