There seems to be a misunderstanding. NS is a cultural movement first and foremost.
As you yourself noted: family and self betterment are core values. These may be encouraged with purely economic policies but especialy the latter is the nearly impossible to achieve by just allocating money. It requires a sense of responsibilty and hope for the future.
As such the first and most important element of NS is a cultural shift away from shortsighted materialism towards a more sustainable ideal of man as the guardian of an eternal good.
Spirituality is not to be rejected, as it serves this goal well.
NS can not be based on some artificial and soulless concept of "white lands" and instead should foster identities like "the german" or "the british".
In todays world these identities have been tainted, so it may be useful to just focus on local groups first and try to establish small self sustaining villages.
When a basis for self-respecting people has been established, you might see whole countries becoming independant again.
