The dates were chosen because the 11th and 22nd move around throughout the month. So if you (like many whites these days) work a shit job and your paki manager won't allow you a day off without a month's advance scheduling, you just need for the next day or the next month. And the 4:44 time is ideal if you get off the morning shift at 3, ideal if you get out of school at 2, and "close enough" if you're working a 9-5 shift. A decent compromise.
Sure Anons could show up at all times of the day, but if there are only 10 Anons in a city and the three that come out all miss each other because they show up for a couple hours in the morning, noon and evening then nothing happens.
The overall purpose is to get Anons from disparate regions all in one area and then increase the chance they'll strike up a conversation and meet each other. That's all the idea is aiming for, to increase the chances of connecting IRL.
