That wasn't his plan, his plan was to secure Germans a better position in the world. More defensible borders, room to grow, etc. He needed to stop the dysgenic effect of ambitious Germans leaving for America and other places, to act first against hostile surrounding nations who had their own plans for German lands, and to build an empire to contend with the one he predicted America would become.

That's a politically weak position that does not match the tenacity of Germanies enemies, especially that of the jews.
