When high energy fuel is allowed to accumulate, the eventual fire is far hotter than what would have naturally occurred. Even seeds needing fire for release are incinerated. Nutrients are altered and rendered useless. It is far more damaging than nature intended.

I'm quite intrigued by that idea, big cities of California are a massive cesspool of degeneracy. In ideal situation Los Angeles and San Diego would be big cities as those are pretty ideal locations for ports, to size those cities are now, they should be never been built in first place. Those should be major port cities, but far smaller and more compact cities that those are. Combined population both metropolitan areas should in low single digit millions. At this point relocating the population is impossible until the water conditions get so bad they will voluntarily leave.
While Las Vegas is tangential topic to forest fires, that is potentially the most insane location to locate what is in Las Vegas. Casinos, entertainment and tourists. Industries that could exist anywhere, but are where those are most likely due to local laws.

Cali only has 28000 sq mi forested area. That means natural fast-burning fires would come through any given section of forest once every 4 years on average, clearing out the deadwood and needles and refreshing the understory while leaving the big trees intact. It also means those fires covered the state in smog and haze. White people brought fire suppression because smog after going out there for gold, so it's the jews fault.
To return the region to the way it was is also to return massive constant smog to the PNW.
An alternative available in the near future is automated forest floor harvesting for mulch and compost. After a preliminary sweep for deadwood, have robots gather and deliver most of the shit on the ground to processing sites and automatically report newly fallen trees. This only works if you don't have niggers and spics who go chop the robots apart for scrap metal. Once again, it's the jews fault.
