It goes every further than that the US (The North) was also after ending the White population in Mexico by funding Benito Juarez. Juarez's opponent, Maximilian even after the the South lost the Civil War was allowing Confederates and their families to move to Mexico. Due to the US funding Juarez he was able to win and massacre the European populations in Mexico.
The US made sure to prevent a White European Mexico.
