That's my understanding. You have to act with will and intention, understand what will come to pass and know it will, and then you perform a ritual to solidying this new reality when the conditions are right (planets are aligned in the way that optimal so their energies help you achieve your task…ie the power of Saturn is with you, the power of venus is with you, etc.)
