As the workers increase, they become a dime a dozen, they are cheaper to hire.
As they multiply, they have a base need to consume, they need food, clothing, and shelter. And since they will not be paid enough to buy these things due to the oversupply of themselves, they fall on public services.
This decreases what's available in public services for real citizens, and also forces those who actually DO have good-paying jobs (government workers, university professors, etc.) to pay more in taxes to support these public services.

The end result is a poor class that becomes ever-poorer, a middle class that is burdened with increasing taxation, and a wealthy class that benefits from it all.
The gap between the wealthy and everyone else just keeps getting larger.
