I wonder how much of the TX bureaucracy is made up of mestizos. If it's anything like the bureaucracy in my state, the government posts are mostly filled with minorities who don't have the ambition or intelligence to do anything legitimate and lack the moral compass required to feel ashamed of being an overpaid, pension-promised, paper-pushing bureaucrat.
I guess when nuts come to bolts they are just playing the only cards they're dealt in a society created by a more intelligent race: parasitize to survive. If I were thrust into a hyper-advanced alien society I'd probably prefer taking up a repetitive and useless profession to the alternatives (death/gibs/etc). This is why diversity can't work. Rational behavior on the part of everybody involved is guaranteed to lead to conflict.
Despite the sympathy for low IQ bureaucrats expressed above, I believe that every single one of them found to be knowingly allowing improper, fraudulent, or otherwise unqualified applications to result in an ID should be executed for treason. Mistakes happen and I wouldn't really blame a person for bending the rules a time or to to help a close amigo (after all we don't wish to reinvent the paranoia of the Soviet system), but any government employee caught willingly sabotaging our demographics must be executed.
