Cutting through it will require specialized power equipment and take enough time that you'll be caught, and…climbing it?…without a cross-piece at the top, you can't get a grappling hook on it, and shimmying up a 30 ft. tall metal girder, just to try and get over it, with it having a spike on the top, is something not too many people are going to try. We may have to hire a company to remove the impaled bodies every month or so.
