You make a fair argument. But consider the nature of such an attack. Arson is best done during the night or early morning or during some sort of event that has distracted the fire department such as a riot or storm. It is best done as a 10 second operation; Arrive at destination, get out of your car (parked away from cameras a short sprint from your destination preferably driven by a compatriot), throw a stone through a window, hurl in your sixpack of Molotov cocktails, then sprint back to the location of pickup and elope.
That should take 10 seconds. 30 tops.
Having people be in the target is unnecessary and may even hinder your escape.
Thus, it is best to seek to avoid populated targets.
So regardless of whether the lying media will invent casualties, you shouldn't seek them out.
In my experience, the media does rely on real casualties for their stories that they then distort and exaggerate. Maybe I am wrong and the media is inhumanly good at creating stories that pass even close scrutiny. But I am skeptical.
