Aside from simply caving and wanting more illegal immigration, I can't really comprehend Trump's goals here. He could have declared national emergency, he could have been more conciliatory on reducing legal immigration to get the $25 billion.

Sometimes I think it all has to do with re-election. If the wall isn't yet built, then "build the wall" or "finish the wall" can still be a campaign slogan, and as 2016 showed us, this is a winning position. No one who wanted a wall then doesn't want one now. There's no one who would vote for anti-wall candidate (Democrat) instead of a maybe-wall candidate (Trump).
The not knowing is upsetting here. The media still has so much control of the narrative, and I fear that they may have serious influence within the white house. Where is Stephen Miller? I want to hear what he has to say about all of this. Almost surprised he hasn't resigned over this

Dems might be able to decide on terms for what (if anything) they give him, but it sounds like Trump is talking about ways of bypassing them to get money, which they couldn't dictate terms for.
