would overhaul how the government evaluates whether a would-be immigrant is “not likely to be a public charge” (a requirement of many visa categories and green card applications).
The current “public charge” definition is so narrow that the government almost never rejects applications on those grounds. The Trump administration’s proposed new definition, on the other hand, would require a far-ranging inventory of an immigrant’s history and economic prospects. It would give enormous discretion to US Citizenship and Immigration Services (USCIS) officers to reject an immigrant’s application for admission, or for a green card, because the officer feels the immigrant doesn’t make enough money to support a large family or doesn’t have the resources to provide health care for a preexisting condition.
At the heart of the new regulation is a change in how the government looks at public benefits an immigrant has already used or is likely to use. While only cash benefits are considered right now — benefits that only 3 percent of noncitizens use — the new approach would include Medicaid, SNAP (food stamps), Section 8 and other housing benefits, and subsidies for low-income earners in Medicare Part D.
the message that immigrants are likely to receive is simple: that they shouldn’t use public benefits if they want to stay in the US.
If the regulation is implemented in its current form — something that most of the people submitting public comments are hoping to prevent, and that (if the administration doesn’t revise the rule before finalizing it) advocates may sue to avoid— it has the potential, depending on how it’s interpreted on the ground, to change the face of legal immigration to America by sharply reducing family-based immigration from lower-income, less educated people in countries like China, Mexico, and Cuba

Strangely, I never heard of it until now, does anyone recall anyone having reading any threads about it here in the past 5 months? All the threads presently bashing Trump about wanting "more immigrants" yet nobody even brought this up, I find it strange. This is the type of thing underlying why Trump can boast about wanting more immigrants than ever. He's talking about more high-income immigrants, not more of the low-income immigrants from China and Mexico.

Three years ago, Ana Sanchez became a U.S. citizen. Last year, Leo applied for his green card and the couple hired a San Diego attorney to help them with the process.
“We had all the necessary documents that [immigration officials] wanted,” said the couple’s attorney, Marci Ancel. “We had everything we checked all the boxes of everything so that he should have just gone in for his interview and been approved.”
Ancel tells NBC 7 that Leo Sanchez had a sponsor, the equivalent to a co-signer for a loan, who put up their own money to ensure that Sanchez would not apply for any government assistance.
But despite having all the documentation, as well as a co-sponsor willing to vouch for him financially, immigration officials rejected his application under the “public charge” provision.
Ana was forced to fly back to San Diego alone. Leo, on the other hand, traveled from Juarez to Tijuana in order to stay close to his wife and three children.
Ana refuses to seek any help from the government over fears that by doing so, she could further hamper Leo’s chances of obtaining a green card, and eventually his citizenship.
"It's been very hard. I don't want to ask for food stamps because I don't want to become a 'public charge,'" Ana said.

You raise a legitimate concern about a potential loophole involving anchor babies. That said, if you can catch the pregnant woman before she gives birth, you can deport her on the grounds that she would be a public charge (needs your free hospital to deliver her baby). If women give birth in secret, you can just say she has no evidence the baby was born here and deport them both. If she makes some mad rush out of hiding to a public hospital to drop the anchor, you should still be able to deport her on Public Charge grounds and send her child into foster care. Her fear of this will probably lead her to give birth in private, thus having no proof the baby was born on U.S. soil.

Trump has also moved against birthright citizenship. See attached vid for October 30 interview where Trump discusses passing an Executive Order to end Birthright Citizenship for some immigrants. He's in the process of expanding parameters so more can be deported. Once those are gone he can expand them further. There's a limit to the amount of ICE agents that Trump can hire to do this without funding from congress, so ultimately it may not happen until he declares a National Emergency. He did recently claim to get $22 billion so we'll see what happens there.

They will try, but with Trump already pushing against China on intellectual property theft, I think the U.S. will be extra critical on their academic claims too. Why do you think China was mentioned alongside Mexico as one of the countries whose immigration this would influence?
