Japan planned well to assure that there is enough housing to meet demands and incentivizes ownership to pay for it outright. (0% to 1% mortgages)
In Germany most people are renters because until the jewish housing shortage starting 10 years ago it never made sense for a normal person to pay 25 years in rent for an apartment given that the cost increases were maybe 2-3% a year with plenty of housing available.
The only people buying places were building a house for their family. Ownership was otherwise fairly dis-incentivized.
