Because Islam is a decentralized religion, their clerics in different places have a tendency to "interpret" the Quran, which for the political purpose is their constitution, in a different way in different parts on the world according to the current need. Of course, when you figure this out, you start thinking of more questions: why exactly do interpretations of the clerics in a western country should have more authority and trust than that of the clerics in Saudi Arabia, Iran, or even in the Islamic State, and what exactly is stopping those western clerics from interpreting it back to the old version when they have the majority in western countries, or even why any sane civilized person would want to live under a constitution that was written by some warlord more than a thousand years ago and can be interpreted by the muslim ruling class at any time, any way they want to, and not even have a possibility to influence that interpretation at all, simply because that person, as a kafir, is not even a subject of said constitution, only an object?
