German here, no "premature" (Frühchen) wouldnt have been killed at any circumstance.
Also this kind of medical condition is known to since, and depending on the skills of the doctors even before WW2 broke out it was possible to save such child. But the percentage of survival was lower than 20%.

Yes, they are referring to where the quote seemingly originated - David Irving's Hitler's War. While I greatly admire Irving and his tenacity at digging through the actual German archives and finding documents no one else had, and while I also think anyone interested in the truth about Hitler and WW2 should definitely read it… Irving has been notorious at times for making shit up or just going on total hearsay from second hand accounts of people he spoke to (being sympathetic to Hitler and the Third Reich, many former members of the SS and high ranking party functionaries were actually willing to sit down and speak to him when he was writing his books, whereas most would never speak to mainstream historians. His first major book on the firebombing of Dresden is what opened those doors for him). More importantly to the quote at hand, he gives no source at all for it. It just doesn't ring true to me. Could be wrong but I have no reason to believe so
