Set a minimum fine of $100,000 and 90 days in jail for the first offense of hiring an illegal, $500,000 and 2 years in jail for a second offense. At that point no one would hire them anymore, it wouldn't pay. If no one hires them the flow of illegals would mostly stop.
You could get rid of almost all of the remaining illegals by a constitutional amendment granting citizenship by birth only to those legally in the country. That however is a bigger deal to pull off
