Maybe try “temporary” subsidies for alternative uses of coal to ease transition away from burning the stuff. Till it into the ground?

I’ve got a stupid one too, bear with me while I hurrdurr for a bit: give a tax credit to people with brass doorknobs in their houses, up to five doorknobs, double-counting bathroom doorknobs, maximum payout at seven brass doorknobs (so up to two bathroom knobs in overage). Prestige construction in low-cost areas will anchor high-wealth activities on a broader distribution, making people more willing to go to (and less willing to leave from) areas with lower cost of living. The other alternative would be to motivate movement of industry to less populated areas where many properties are unused and cheap. Just 50km away from Berlin for example the m² price is barely 10 bucks. But no one wants to move there, because there is barely any work available. Same issue for all other cities. So giving incentives to get industry to these places would fix the housing cost issues by spreading the population. But I prefer putting on the showers for refugees.
