With the extent of off-shored industry, it is exceedingly unlikely the US has the ability to replace anything at all it is importing. It is also dubious that the cost of construction and kitting out production facilities and paying US wages would be cheaper in the long run than just passing the tariff onto consumers [or simply eating it on the corporate end if it is a more marginal or replaceable product]. The tariffs are almost assuredly just measures to keep cash flow going to the federal government.
