Whilst I agree that copy-left memes would be a positive development; this is about freedom of expression and the move by the neoliberals to undermine that. Either way, your point is redundant as the EU legislators redrafted article 17 to exempt fair-use material from its regulations. So memes aren't (yet) in danger of being banned.

Fair use is abused like crazy by corporations. Getting a cease and decease letter while your some broke prole is more than enough to get 99% of people to stop spreading copyrighted meme's regardless of it's merit.
I still think copyleft music, movies, art etc will still explode because of this law. You can violate the copyright of an Intellectual Property EVEN IF YOU PAID FOR IT
For instance people have been hit with DMCA Digital Millennium Copyright Act notices for playing copyrighting music in the background of videos they posted on YouTube.
People have been dragged into court for tampering with software they bought since they had to by pass Digital Rights Management first.
If they enforce this like I think they will, it will just get to risky to use copyrighted material on the internet.
I already see this in the YouTube content creator space. I've seen numerous content creators flat out say they refuse to use copyrighted material, even when they have the rights to it because even an erroneous takedown notice can throw your operations into turmoil for months, sometimes years.

These are good points, I haven't watched any youtube videos in awhile,
but even when I did you could see the results not only in the negation
of copyrighted material but in the increased acceptance of
uncopyrighted material. I'm not sure of the state of things but it
seems like this didn't result in a new evolution in uncompyrighted
music and video on youtube but rather a increasing use of what was
always there.

It's interesting to think of this from a situationist angle. Memes are
exactly what the SI promoted because as derivative works they are
without value, and it's impossible to separate the medium from the
message as something to be independently appreciated and
spectularized. In a way this law could be seen as the capitalist
system rebeling against this despectularized medium. A return to
capitalism's bread and circuses.
