Which is one reason why there's strong interest to automate it all, by having machines handle all the analysis/planning work themselves. Ultimately their goal I'd imagine is to streamline decision making to simple yes or no prompts on policies/proposals, and have machines figure out the rest. But the problem is you still need intelligent people to oversee its development, otherwise one major flaw would jeopardize everything.
