Mexico's largest railroad is owned by American railroads, so there's no difference. One of the explicit aims of NAFTA was to destroy Mexico's national railroad company, which it was successful in doing so. The golden goose here is of course the state oil company which American companies obviously want to rip apart too.

It's all US meddling, but the meddling runs so deep that it operates through the Mexican government itself. Remember that the modern Mexican regime was born out of capitalists who were seeing their country melt down into catholic communism in WW1. America (a protestant nation!) moved right in and helped them, arming and training them to become capable of purging communist activity. The US Republican party eventually came to reform the Mexican capitalists in their own image, but with a more fascist bent. Mexico's regime was explicitly anticlerical for this reason until the late 80s, around the time talk about a North American free trade agreement began getting serious.

Pics related, the US government literally sold gas bombs to the Mexican Army who promptly shelled churches with them. Entire villages were destroyed, child soldiers on both sides strung each other up like animals. In the end the side with the better industrial base one, and this was the US-backed faction. This is also why Mexico was allowed to create national rail and petroleum monopolies, because they were needed to keep the country stable. Trotsky's presence in the capital was only tolerated because the capital was mostly industrialized, whereas the communism in the country was in the rural north led by religious farmers.

It was a violent conflict, and without direct US support (including NAFTA) Mexico wouldn't exist in it's current form due to all the farmers wanting the central government and American businesses to fuck off. Which is why the Mexican Army has gradually reestablished it's role as a national police, judge and jury under the guise of fighting narcos.
