This won't happen because CA is America's largest auto market therefore they dictate what's built. Most likely the auto industry will mediate whatever dispute comes up and then just agree to something mundane like ensuring all cars sold in CA come with larger emissions control systems or sell more flexfuel cars. This particular point is extremely overblown, the auto industry already has "solutions" to any sort of potential pissing match over emissions, their main concern are fuel efficiency standards a thing which nobody cares about because ultimately states (especially California) make money from gas taxes.
