That is, conflict between the ruling elites of different places can have its impact and History, and we as Socialists can see value in them, just like Marx had a position to take in the Franco-Prussian war or the conflict between Russia and Britain.
We have two sides. One has carried the banner of counter-revolution for a century and has the most aggressive financial institutions on its side, the other is trying to break with this monopoly and give the rest of the world a breathing space. Every single one of those countries has a Socialist movement, usually a weak one, that needs fertile territory. The neoliberal consensus advanced by the US is not that territory.
Bourgeois, capitalist etc are sociological categorizations. They're not moral criticisms. We would not be "scientific" Socialists if we approached the world thinking anything bourgeois is an evil that we can't see positive in.

The US is a hyper-capitalist hegemon with global force projection and currently no meaningful opposition. This means they can devote their resources to police the globe against left-leaning revolutionaries basically cost-free.
Of course Russia could and will stop communist movements on their own, but it becomes harder to divest all their attention to sabotage revolutionaries worldwide when they're also competing with rival empires.
