Because the former is a struggle for liberation against imperialist aggression, while the latter is an exclusionary worldview where the so-called national interest is asserted to the detriment of everyone else. Though the former can sometimes eventually morph into the later, like Zionism — which originated as an anti-imperialist struggle against the British but eventually turned into an imperialism of its own.
