you need more details, but yes it`s sound like a hoax. The most common motive of this is that your bank has planed a high risk inversion so they gonna take your money, if the thing goes right they will give you almost no interest (considering the high risk) and if not you will lose your money If you are really interested take the bank out of the equation and try to find a better offer.
