If this quote is true (which I doubt, since this one sounds too direct in consideration to the usual hypocrysy and obscurity of Solzhenitsyn style), then he insinuates that they were jews.

That fact that the cimes of Stalin's regime has much less traumatized the western world than the crimes of nazi germany comes from three factors :

1) Popular participation and remorses.

Shoah implied populations participation amongst the whole Europe, due to widespread popular prejudices against jews, gipsies, homosexuals and so on. Peoples form the minorities targeted by the nazi regime were oftenly denounced by people they knew or not. This provoked some guilty backlash when the horror of the nazi camps were revealed. After this, many westerners were regretful and ashamed because they had antisemitic, racist or homophobic beliefs, even if they were not responsible of the death of someone.

On the other hand, the Gulag, the Holodomor and every atrocities committed under Stalin's rule were entirely the works of a bureauratic state and its repressive apparatus. Even the kids who denouced their parents for petty signs of impiety towards the "Little Father of the peoples" cannot be considered responsible, only the regime can be for the brainwashing they got in school

2) Contempt for Slavs, Admiration for Germans.

Until the 1940's, German Culture (novels, movies, clasical music, …) was highly diffused and well-known in the western space. Germany was regarded as the flagship of western culture. Names like Kant, Beethoven, Bach, Goethe, Hegel, Schopenhauer, Marx, Wagner were very familiar to westerner. German were highly esteemed by every other western nations. The shock was proportional to this pre-war attitude

The Russian culture was much less diffused and recognized. Of course, many novelers like Tolstoy, Dosteivsky and Gogol were popular in the west, but still, literature really was the sole matter in which Russian culture rivalized in recognization with German culture. Apart Tchaikovsky, can you name me an other well-known russian classical compositer ? Can you name one "great philosopher" from Russia ?

I'm not telling that Russian culture is inferior in any way. Only that it was much less popularized in the West before and after WW2, and still probably is.

Why does culture diffusion matters ? In a few words, it goes like this : "A tyrant took the helm in Russia and organized the killing of millions of people". To such sad news, a westerner will react, consiously or not, a bit like that : "what a tragedy, but hey, what can we expect of the Russians ? You know, after all it's the country of Ivan the Terrible, they are used to be lead by ruthless autocrats so nothing new under the sun"

However, may the same thing happens in a western nation, and furthermore in the one thought to be the most cultured, and the same westerner will doubt about mankind and civilization

3) Difference in "judiciar philosophies". This is the most important factor in my opinion

The nazis killed people for what they were, while stalin and his minions killed people for what they did.

The second is not stranger to the western conception of a justice system : punishing acts, "crimes", by the means of fines, prisons and sometimes death penalty. The Stalinist regime only added the disobedience to the state, or suspicion of this, in what is commonly accepted as crimes in western world. Also, history books are filled with story of conquerors, despotes and fanatics who killed thousands of people only for petty opposition or impiety. Everyone got used to this in the long run. Stalin was just an other of these bastards. Under his dictatorship, nobody is condemned to death for the sole fact of being born with some ethnic background, disability or sexual preference. You have to oppose the state or be suspected of the intention to do so, in order to be deported

However, what the nazis did is much frightening for any westerner. They assasined millions innocent, not on the basis of theirs behaviours, but on the basis of who they were. If you were a jew in nazi germany, even if you tried to live in peace, apolitically and in the respect of the law, you were condemned to die in a camp just for being a jew.
