Well, weed is technically illegal in Dutchland, but the government has a policy of non-enforcement/tolerance/gedoogbeleid toward "soft drugs" since the 1970s, and somehow this has allowed coffeeshops and drug tourism to become a thing there.
I believe it's still illegal not just due to christians, but also because of international treaties.

Most states that legalized weed are majority white and lack any significant minority population (the exception being California). In the Southern States, arrests for possession and lengthy sentences for repeated offenses is part of how the criminal justice system operates for profit by utilizing cheap prisoner labor. They mainly target blacks due to systemic issues with education and housing where these people are targeted disproportionately. Cops know these areas are hotbeds for drugs and they got quotas to make.
Arrests for small crimes happen more so in the South than other states due to historical material conditions. It is a huge part of the economy in rural based states where agriculture used to be king but now you have to pay farmers living wages and slavery is only allowed as punishment for a crime. Which is why a lot of lobbyists in the South oppose legalized recreational use because it hurts their donor's income.
These rural states basically turn to the criminal justice system to subsidize and to pour money in cause these are lucrative multi-billion dollar businesses. In reality slavery never ended in the United States, just look at the 13th amendment.
As far as white people gentrifying weed, I say rich blacks have also contributed.
