His vision of bureaucratic socialism or whatever is too moderate, humanity is in for a bumpy ride, of course no one wants to debate where the water is coming from we just want water to be there, but ecological collapse will pretty much force us to have to debate where will the water come from.

I don't intend to come off as defeatist, all I'm saying is that we need an even more radical thought.

Way to entirely miss the point while also spelling the point out. He's not saying water should magically appear, he's saying a bureaucratic force should handle water supply for everyone. Ecological collapse will not force us to debate where water will come from, it will force the bureaucrats to deal with it.

Zizek is too conservative if he thinks he can just chill and read books while a cadre of enlightened technocrats solves our problems… we already live under such a system, is called liberal democracy, why even call ourselves radical then? But Žižek is simultaneously one of the foremost critics of technocratic displacement, in that the reliance on such an infrastructure would necessitate further distention of symbolic power. His concept of non-didactic, or alienated bureaucracy, is probably what you're referring to. The concept is predicated by the dissolution of existing structures of organization and logistics, though to what degree a change in bureaucratic dispositions would occur is debatable - I still have yet to read more about it

The question of how to make almost free clean water come out of the tap in every house is one best left to specialists, and by and large you have to depend on their expertise when looking towards how to implement this idea. The real problem is that the question if quasi free water should come out the tap in every home - and this is where the threat of neoliberalism enters. They refer to their mythical technocratic rule to hide the vulgar idea of privatization of the water supply. Even worse, they sometimes marshal the anti-specialist language of "government bureaucracy" to justify exactly such measures. There is room for bureaucracy and specialists, it makes for an efficient organization of our productive society thus increasing general welfare and creating a space for a reduction in working hours, the problem is only to whose demands they will respond.
