To count every German occupied country in WW2 as a willing co-belligerent in terms of population size is disingenuous at best. In fact, many of these populations remained active enemies and saboteurs of the reich until its bitter end (see yugoslavia).
By your logic, the populations of the occupied Soviet Union would be counted as co-belligerents to Germany just the same, even though (according to another supposed statistic on the graph) the number of collaborationists in occupied territories was apparently quite low? What a glaring contradiction in logic.
Also, the actual population of the Soviet Union in 1939 was 170,600,000. en.m.wikipedia.org/wiki/List_of_countries_by_population_in_1939. How it managed to sink by over 5.5 million in only two years (and prior to any large-scale military conflict) is certainly quite the mystery.

(i'm not the person who posted the picture, although we share icon). And many submitted without fighting, or/and actively collaborated with the Germans, or were openly allied. Most of the population in Europe were working with the nazi and actively contributing to their war machine, with their countries' GDP comparable to preoccupation levels. It is undeniable that Germany had more human and industrial resources. You want to make it sound like occupation of Soviet territories and occupation of Czechoslovakia, Austria, were the same thing. Nazi occupation policy was much harsher in USSR than on the west because of incredible population resistance on the scale they were unprepared for. There was no need for harsh measures in the western countries because both their populations and sometimes their governments actively collaborated with the Nazies. While the life of the ordinary Dane or French wasn't changed that much by nazi occupation, Soviet occupied territories had seen large-scale people's war with entire zones being liberated and controlled by partisans, railways and supply convoys constantly harassed and resistance even from children and women. All that reduced the contribution of these territories to mostly food requisitions and only hurted Wehrmacht because of the need to divert resources to pacify these areas and constant threats to supply lines. Here it defines collaborationists as those who was fighting armed alongside Nazies. These numbers are accurate, and even lower estimates are given for some. USSR population in 1941 was 195 392 000, that part in the picture is wrong.

At the time order 227 was signed front was largely on the brink of collapse with entire divisions being shattered without serious resistance, just because of fear. Western "allies" also abandoned USSR, because they expected it to fall any time soon. During the one of the worst times on the front, at 1 October 1942 according to Don Front NKVD report: out of 36 109 deserters 433 were executed, 736 detained, 1089 sent into penal companies and batallions, rest was returned to their units. On the collapsing front only 1% of the deserters were executed.
