First action of the General Secretary Romanov was to mend the greatest blunder of Khrushev, Chinese split. With that in mind he empowered ambassador Troyanovsky with emergency powers and devoted the entirety of Foreign Affairs to the goal of rapprochement with China.
In our exchanges with China, we got a better look of their theories and opinions. In particular, the idea of the need of economic progress before advancement to socialism and communism is possible.
Combining it with Comrade Stalin idea of decisive development of Heavy Industry and Military that was proven to be necessary in his time, the Secretary realised that the same principle is applied to our times too: Only instead of the Military made obsolete by mutually assured destruction, we must focus on Light Industry and Trade, as that is the bread and butter of the Cold War.
