Cockshott's view of states and socialism is very nuanced. A socialist country with a strong state is still socialist. But the basis of long-term socialism requires the elimination of bureaucracies, classes of elected leaders, etc. Cockshott doesn't even want a majority-vote democracy. He wants people elected to positions based on lot rather than votes, since voting will tend to favor those with greater resources and influence, thus shifting the entire system towards the "upper class."
