That was my thought too. All the original web1.0 forums are finally dying off as imageboards, ad-hoc discord/skype groups, twitter and facebook replace them. People are moving onto bigger and better things.
20 years ago those sorts of policies made sense when most internet users didn't do memes and were probably at least in their mid twenties if not thirties. Things are very different today.
This problem exists on Stormfront too, hence why they used 4/pol/ as a dump zone for banned users that came for memes.

They are shrinking. People are still using them (and mailing lists). That RevLeft would shrink at least somewhat was inevitable, that they would implode however was due to the people running the site being shitheads. Loads of people getting banned (you see that when you look at really old threads full of effortposts by banned users). Restricted users would virtually never got unrestricted. They could have and should have (and that's not hindsight, they were told multiple times) made use of temporary restrictions for flaming instead of outright bans. And of course, some people who were on friendly terms with mods and admins got away with repeatedly posting offtopic bullshit and flames in otherwise serious threads.

eregime got started when the Revleft mods clamped down on forum games because one of the forum game creators was inviting fash friends to play and this snowballed into more fash coming into the community and trying to get personal info on people to doxx them.
Ismail took the forum gamers who weren't fash and proposed creating a forum for the forum games since they weren't allowed on Revleft anymore.
So that was one way Revleft died.
I had forgotten that Rafiq unironically wrote a gigantic piece ranting against pet ownership. Incidentally I believe that he was made a mod shortly before the shutdown. Totally not a coincidence though.

The administration just kept on fucking banning people they didn't like. If you look at any thread, you'll see a graveyard of banned posters. The site got reduced to a social club with all the decent posters gone.
I left after they purged the Sparticists, the only half-decent quality posters left on the site.

Because I have bothered to read through his posts, I've got a shot at getting a better understanding of communism than what I see from most people here. My problem with his stance is that his sanctification of humanity not only betrays a sort of essentialism, but that those stances once led to racialism and some people being deemed "less human" than others.
